As a Manager of Safety, Security, Health & Environment, you will be a key part of our Operations Team, supporting the local manufacturing of advanced drone systems in Romania. Together with our World-Class Team, you will play an empowering role in delivering systems for one of Romania's most significant defense procurement programs, with drone assembly taking place entirely in Romania under the European SAFE initiative. The Romanian production site will not only support local defense programs but will also contribute to fulfilling customer orders across Europe and support the delivery of mission-critical systems for Ukraine, reinforcing Quantum Systems' commitment to strengthening European security and defense capabilities.
As part of this strategic investment, Quantum Systems is rapidly expanding its presence in Romania and plans to hire up to 50 employees in 2026 and up to 150 employees in 2027. The Brasov site will become a key manufacturing and operational hub within our European production network, creating exciting opportunities for professionals who want to contribute to cutting-edge defense and autonomous technology programs.

You will be working closely with stakeholders from the Operations, Manufacturing, Quality, Supply Chain, Facilities, HR, and Global Security teams to establish and maintain a secure, safe, and compliant operational environment. Your mission will be to protect people, assets, facilities, information, and operations while leading all HSSE (Health, Safety, Security & Environment) activities at the Romanian site and ensuring compliance with applicable regulations, company policies, and industry best practices.

What is your Day-to-Day Mission:
Develop, implement, and maintain site-wide Corporate Security and HSSE programs.
Serve as the primary point of contact for all security, health, safety, and environmental matters in Romania.
Ensure compliance with Romanian legal requirements, company policies, and applicable industry standards.
Conduct security risk assessments and implement mitigation measures to protect facilities, personnel, assets, and information.
Establish and oversee physical security measures, including access control, visitor management, incident reporting, and site protection.
Develop and maintain emergency response, crisis management, business continuity, and evacuation procedures.
Lead workplace safety initiatives and ensure safe working practices across manufacturing and office environments.
Conduct regular safety inspections, audits, and risk assessments.
Investigate safety incidents, security breaches, near misses, and environmental events and drive corrective actions.
Support environmental compliance activities including waste management, hazardous materials handling, and sustainability initiatives.
Deliver security awareness, safety, and emergency response training to employees and contractors.
Coordinate closely with local authorities, emergency services, security providers, and external stakeholders when required.
Maintain HSSE documentation, records, policies, training logs, and compliance reports.
Promote a strong culture of safety, security, and environmental responsibility throughout the organization.
Support future site expansion projects by ensuring security and HSSE requirements are integrated into planning and operations.
What you bring to the team:
Degree in Security Management, Occupational Health & Safety, Engineering, Risk Management, Environmental Management, or a related field.
Several years of experience in corporate security, HSSE, EHS, facility security, risk management, or related functions.
Strong understanding of physical security, access control, emergency response, and incident management.
Experience implementing workplace health and safety programs in industrial, manufacturing, defense, aerospace, or other operational environments.
Knowledge of Romanian occupational safety, environmental, and security regulations.
Experience conducting audits, inspections, risk assessments, and compliance reviews.
Strong understanding of crisis management, business continuity, and emergency preparedness.
Ability to investigate incidents and drive effective corrective and preventive actions.
Experience managing external service providers, contractors, and security vendors.
Strong communication and stakeholder management skills with the ability to influence all levels of the organization.
Experience supporting greenfield sites, manufacturing scale-up, or rapidly growing operations is highly desirable.
Professional fluency in English.
Romanian language proficiency is required.
High level of integrity, discretion, and professionalism.
